I'm new to Confluence and have started to work as an Admin at our org. I am looking at some permissions for a page within a space. On the page itself only the creator can view it (I confirmed this by logging in as her). The goal is to allow all confluence users to see the page. On the space level all confluence users can view. There is a super admin/individual user with all permissions in the space that can't access the page. When I log in as the creator and try to manage page access I get "You're not allowed to change these restrictions. It's either due to edit restrictions on the page, or permissions settings for this space."

Have you checked if the creator has permissions to add restrictions in the space ?

I think you're on the right track and I did update her permissions as recommended.
I also changed the setting here to all can view but only some can edit.
I think problem is solved? It's super nice to be able to log in as other users!
