Also - just to note - using Json-RPC is no longer an option as it is currently removed from Confluence.

Have you already had a look at Atlassian Access? It allows you to connect Identity Management systems.

However I am not sure if Google can act like this.
Furthermore you might try to use the Jira cloud API for groups if you also have a Jira subscription. I never tried it this way but as groups are managed for your company.atlassian.net subscription and not for each individual product this might work.

So if I understand correctly, if I have a Jira subscription that is jointly managed with my confluence subscription then I can create groups, associate users with groups and it will transfer over to the confluence subscription?

This is the basic idea for the workaround. As I said, I never tried this out ... I just know that you can manage groups independent of you application - thus the Jira API might be used as workaround.
