Currently when a user is created and added to a space, the default behavior is to assign them as watching the space. Based on our usage, we would rather the default behavior for users to be not to watch anything other then content they create or edit. Is there a way to set the default to not watching the space when creating users?

If you're using Confluence Cloud, you can set your default email notifications/settings in https://<instance>/wiki/users/viewmyemailsettings.action
My question is how you change the default behavior when adding new users. Currently, when I add a new user and assign them to a space, they automatically watch the space.
The vast majority of our users have no interest in watching the space and are very annoyed by the notifications. Because our user population is mostly external and changes relatively frequently and are external, training them to change the settings is difficult.
