Confluence account <Adding Users>

I have large group of developers and internal stakeholders on Jira account.

Can I sign up for Confluence and only transition or add PM/BA/Admin roles to access confluence? 
Or will their content not be available for rest of the team?

Welcome to Atlassian Community!

Yes, you can have lesser number of users on Confluence compared to Jira if you like. If you want everyone to be able to view the content in Confluence you would have to open it up for anonymous users to use and view Confluence content.
