Confluence page either not loading correctly or are blank in Chrome

When I load my space's home page, the formatting is all out of whack, view image below. Then, when I load my settings page and try to add users (I am an admin), the page is blank. I have tried using an incognito window, but that hasn't worked.

Have you tried clearing your browser's cache or accessing the same page on another browser?

Thanks Dave! Cleared the cache and that didn't work. Then, just tried Edge and that works. Any way to have it work in Chrome?

Hi - the user is having continuous issues, now in Chrome AND Edge. She showed me her console logs and it showed a lot of ssl handshake failures. 

She reset her Chrome settings, disabled all plugins, and removed extensions, she also checked that the date and time look good, that it passed the SSL client test, and the supported Cipher Suites between Chrome and Confluence are the same.

Any other suggestions? We can reach out to our IT dept., but wanted to ask for any other suggestions.
