I have install confluence to a local server. This is installed onto to a restrict network. Questions
Does confluence need access to the internet?
If so, why?
One of the reasons we have a local system is due to our strict internet access policy. We generally have little need for it for many our ouf systems. So this really need to work without the internet.

It needs it to check for updates to apps, feed usage data to Atlassian, any urgent security updates and if you want to install apps from the marketplace, it'll need access.
However, all of those are totally optional, and disabling them or just blocking them with your network will not break anything in Confluence apart from making youhave to do app installs manually.

I have found the setting to shutdown the internet requirement. Once I have determined what confluence actually needs access to via the internet I will let it through via a proxy whitelist.

We are using crowd AD for user management, is there any issue related to fetching users and groups if we block internet.
if we block the internet, is it possible to integrate Jira and confluence?

Depends if your server is configured to talk to AD direct or go out over the internet. You'll need to ask your network admins what the routes are.
