Confluence indexes are present to allow for easier and more accurate search and auto populate results. The main differences between Index and a reindex are objective to what you are attempting to index or reindex.
Within confluence there is a Content Index which is responsible for your search results, space activity and other recently updated content. If this content has never been built you will need to build (index) this content. If the content has been built but results are not accurate or content is missing then you will need to rebuild (reindex).

Creating Confluence content from an API call such as a space or page may not be instantly reflected within the search index. In this case, you will need to ensure you trigger an index of the content if the content is new. You will need to reindex if the content has been updated. When triggering an index you do need to ensure not to indexing/reindexing all content (unless that is what you’re looking to do) as there will be performance issues while this completes.
