Do people with "view only" permissions on a specific page still have the ability to add comments?

They have the "add comments" permission in the space as whole, but I've restricted the page to view only. Can they still add comments (including inline) or is that permission now removed for this page?

Check the space permissions - that has a specific permission for comment, separate from view.

Ack, sorry, I mis-read the question and missed the "restrictions".  

I have not tested it in Cloud recently, but yes, if they have comment permission in the space settings, they can still comment on a page that is restricted to view-only for them.

Good scenario , Adding to @Nic Brough -Adaptavist- explanation I did the test on my cloud instance and it is working yes with comment permission and restricted page to View access
