Document management work flow.

Question - Can we build a document management system using conflence. FDA stype document management where there is a approval for documents being uploaded. 

Not looking for a product, but can this be done without a product?

We have a solution based on a number of Apps and specific customization to make Confluence a 21 CFR 11 compliant document management system.

Without Apps there are no workflows, electronic signatures or proper reporting.

Without Apps there are no Workflows nor Electronic signatures in Confluence.
