Edit Access

I have chatted with IT regarding my access to confluence, but have hit several dead ends. I am able to view pages, but am not able to edit most.

I need to be able to edit this page that is unrestricted, but I am unable. I can only view. (It has been shared with me by people with editing access).

You will need to make sure you have two things:

1. Access to the Confluence site and space.  Make sure that you can log in to the space the page is contained in and that you are not just having someone share it anonymously with you.  
2. Once you confirm that you can log in you will need to make sure you have edit permissions on that space/page.  A space admin will be able to confirm this for you.

@Allison Roberts When you go to the page do you have to log in to view it?  Can you confirm you are logged in?  

Also an admin can share a space with you but not provide edit permissions.  The admin will need to confirm that you have add pages permission so you can edit.  https://support.atlassian.com/confluence-cloud/docs/assign-space-permissions/

the page is unrestricted as anyone can edit, but I am still unable. :(

You need to make sure that you have add page permissions to the space to edit pages within it.  If you only have view-only permissions then you will not be able to edit any pages.
