I am trying to create a workflow that will restrict access to certain users until the page is approved. Allow me to create an ideal flow.
Is this possible? If so, how does one do that?

The native Confluence feature "Page Restrictions" does exactly what you are asking for. It would be a manual step to change Page Restrictions, though.
As @Dave Theodore [Coyote Creek Consulting] said, this will require adjusting the permissions on each page. You can create or edit a page without publishing, which in the least would leave it in YOUR drafts for future editing/polishing before publishing.

@Dylan Unrein Complementing to what Dave and Andy said, if you are open for third party plugins (paid) you can explore app such as "Comala Document Management" using which you can setup review/approval workflow in confluence.

Great @Dylan Unrein so you might be already aware of their Documentation which you can refer to on how to create approval workflow using their plugin. You can also raise a submit a support request with the vendor if you need any help with that plugin.
