Editor Toolbar is missing

My editor toolbar is now missing as of yesterday. I am unsure what caused the change. I have tried to find the solution to bring it back and have cleared cache on multiple browsers (Edge and Chrome) and both continue to not show the editor toolbar up top. 

Please assist.

Hi Jake, just had this issue myself. Try highlighting a part of your text (as if you were to copy+paste it). This will bring up a pop-up bar, click the three dots and then you can change the toolbar to be fixed at the top of the page.

I had this same problem - stopped me in my tracks for a good 15 minutes - but your suggestion helped. Definitely seems like a bug. The online help says that you can choose where the toolbar appears by clicking the three dots in the upper right corner, but the option isn't there.
