Every comment is going to everyone in the company.

Every time someone comments on a page, the comment goes to EVERYONE in the company. I want to configure the space such that the comment only goes to the person addressed/Identified in the page.

I am pretty sure this is a permissions/configuration issue, but am not sure how to fix.

It sounds like to me that you have a "Default Notification Scheme" that is being applied to all projects in your Confluence instance. You need to create a separate notification scheme and apply each separate one to each space. That way you can customize which notifications users get based on which page is being updated or commented on.
