I am not able to view or download attachment, it throws an error "Attachment File Not Found"
When I try to edit the attachment it throws a different error "Excel cannot open the file..... because the file format or file extension is not valid"
This seems to be intermittent issue, sometimes I am able to edit and save the file. But when I get this error multiple times it is annoying. Please help...

One of the primary reasons for this error is that while Confluence could find the attachment details in the database (hence it is able to show the attachment in the page) but could not find the related physical file in the backend file system.
Please check:
If you have backups in place, please try restoring the files and check.
Finally, you can check with Atlassian support team so that they can check your support log files and determine what went wrong and provide an alternative solution.

We found the issue, Confluence service was running under a different user, so users when they try to open or edit attachments they do not have permissions. We fixed this by starting Confluence service with the correct user and changed the permissions for all the attachments in the storage.
