I want my guests to be able to export to pdf specific pages that they have view permission for. But this does not work as of now.
Does anyone have any knowledge of this, or do I need to submit a bug/improvement?
I have given users guest status to confluence and added them to the space as guest viewers as well.

we are experiencing the same issue. As a guest user, I have the visible option to export a page as pdf or word, but upon clicking, the guest user ends up on a page saying: "

Welcome to Atlassian community.
You need to grant "export" permission to user to have the ability to export page to pdf/word. The same is documented in the kb article below.

According to this, anyone who can view a page can also export that specific page.
That doesn't work with guests.
