How can I change the colors of individual elements of my confluence site?

I am trying to change elements like the page navigation text color and the "share" button on pages. I saw this article that showed me how I can edit the color scheme, however I only have access to changing the sidebar navigation text and background colors. In the article, there are a bunch of UI elements shown but I see none of them on my screen. How would I be able to access these elements to change their colors?

There are limited changes you can make to the overall look and feel with Cloud; I'm betting the article you were looking at was for server/data center.
