Who can provide me admin rights? The settings menu does not show me the option for 

managing my global permissions.

It depends on your Jira, try to ask this information internally in your company. 

Maybe you have the IT manager or internal IT support?

To create classic space you should be a Confluence Admin. 

Here you can know Confluence levels of permissions - What are Confluence Cloud permissions and restrictions? .

To enable "Personal Space" feature you should check global permissions - Manage global permissions .
