I would like to receive notification or get a message when a user is commenting a confluence. Is there a way to configure it ?

Hi Julien.
You can click on the eye icon and Start Watching a single page or all the content of your workspace, and you'll receive the notifications.

Did you test it with your own comments? I believe that Confluence notifications are not triggered through your own changes / comments. Only if another user leaves a comment or changes something the notification will be send.
Do you get any other notifications from Confluence? If not, there could be some kind of problem with the mail server.

Would have any blank list csv doc available to upload members of my organisation that I'd like to add with permissions in my space.
That would be very helpful.
I am not quite sure to understand the way to add member that have not been registered on Atlassian product yet.
My company has an access to all employees but I can't add them one by one in the add member menu.

It depends on the edition of Confluence you use. I believe that if you're using the cloud edition of confluence you will have to invite new users one by one in administration area. If you're using the server edition you will need a connection to some kind of user directory (Active Directory or Apache Directory for example). Then you should be able to grant permissions another employees to access Confluence.
I would advice you to open a new question regarding your issue, so the other members can see it and I'm sure you will get an answer.
