So, I am trying to delete a user 'user' but I receive the following error:

I've reviewed spaces A and B extensively, and this user does not have any content they own any longer that I can locate.
As my confluence site is extensive, I want to know how I can search for this content explicitly, to find it and alter it appropriately to another user.

There's a couple of ways you can search for content from a user you want to remove (although removing users is not recommended by Atlassian).

Hopefully one of these methods will help you.
You mentioned that space A and B has no content by the user you are searching, it's possible the pages are restricted or in the Space's Trash. Try looking in those locations in case that's your blocker.
With GDPR in mind, legally speaking, I felt it wise to remove referral to past employees, as they may make a reference they wish to defend and/or acquire in the future, and this avoids implications with regards to ownership in various jurisdictions.
Thanks for your help. I had not identified that there was a filter in search allowing for creator, this will facilitate similar resolutions in the future.
The step I took was to review each page independently reviewing the creator, which is a very manual way to do what you provided.
