If a user removes an attachment from a page and publishes it, the attachment is still saved in the page's attachments.
Is there a way to embed the file back onto the page?

The new cloud editor in Confluence falls short of some features the former editor was offering, but for some topics, workarounds exist. So, in general, it's a good idea to look at the cloud editor roadmap for an overview of actual tasks you want to perform: Confluence Cloud editor roadmap
On that page, they link to a workaround on how to link to different things but also attachments: Insert links - Attachments

I do hope some day that Confluence's file management becomes on par with SharePoint. For now, I'll have the users download and re-upload the file onto the page if they need something embedded.

Specific to Gliffy, if the diagram attachment is a .gliffy file, you should be able to re-import the diagram to get it properly embedded back on the page.
