I followed the instructions in the Atlassian documentation:

However, I don't see step 2: Choose Groups in the left-hand panel
I am an administrator on Confluence - so accessibility shouldn't be an issue.
Any suggestions?

I am not sure whether you are using Confluence Cloud or Server, either way you have to scroll down to see Groups:
Cloud URL:
https://Your_Instance.atlassian.net/wiki/admin/viewgeneralconfig.action
Server URL:
<Base_URL>/admin/viewgeneralconfig.action
Looking forward to hearing whether you can find the Groups on the left when you scroll down.

I'm on the cloud version and I do not have the Groups option on my left side panel:

I am afraid you will need to reach out to someone with more permissions on the instance. It is possible to be a Confluence Administrator without being a System Administrator, like the members of the Administrators group shown below:
