How to change how files are opened

Currently, to open a file, you have to use Ctrl+ enter to open the file. How do I configure this to where it's either just a single or double-click to open them? Thanks

I don't have the ability to change code. I was hoping it was just an admin setting I would be able to do. But I have sent your answer to our IT person who can change the code for us.
