Confluence is a content management tool that works with pages primarily (there are blogs, databases, etc.). What Confluence is NOT is a file management system.
Confluence folders are de facto placeholder pages with no content on their own that help you organize your pages. You can group child pages under any folder.
If you need to have 'folder' with content, then you simply create a page and group child pages under that page, effectively turning it into a parent page.
While you can attach files to pages, you cannot create a Explorer/Finder like structure of files in Confluence.

Folders are used as a way to group together pages. Pages can be moved into a folder, and you can create a page as a child of the folder. But you can't copy the page as if it were a file.
