@Vincent Lin You can follow below steps to create read only users in Confluence.

  1. Create a group called read-only
  2. In Default Space Permission configurations, add only View Permissions for this group.
  3. Add required users to this group.

@Vincent Lin In screenshot you provided, mention group name and click on Create. Then in Confluence Settings -> Security -> Space Permissions -> Default Space Permissions -> Edit -> In Grant browse permission to search box -> Choose newly created group and Add -> choose only View and deselect everything else and Save Permissions.

Hi @Vincent Lin Welcome to the Atlassian Community!

In confluence, the level of permissions granted to a user determines whether the user is limited to read only access. So as mentioned by Suvarna in her answer, you can create a group and assign just the view permissions to that group in the space and add users to that group will do what you are trying to achieve.

Confluence also offers "anonymous access" which means the site visitor does not log in and thus does not need to be licensed which most frequently is associated with 'read-only' access. You can read more about it here. Hope that helps!
