How to create space?

How do I create a space?

The documentation says:

Hit Spaces > Create space in the header

But there's no "Create space" to be found.

I'm site administrator, yet still can't find any "Create space" option, and searching witnin confluence also fails to find it.

Okay ... finally found it.

The documentation is outdated yet again, due to yet more UI changes yet again.

The answer du jour is (as least of 2020-07-01):

Go to the Confluence home page.

To the immediate right of "Spaces", not up in the headers, but just below that on the left,

look for the itty bitty teeny tiny greyish "+" sign in a circle.  If you don't see that, you probably don't have permissions (see also other answers on that, e.g.:

Create Space Button missing 

)

Hover one's pointer over that little bitty "+" within a circle icon thingy.

One should then see a (tiny, white text on black background) "tool tip" of text that then says "Create space".  At that point, click on that "+" sign in the little circle icon thingy just ot the right of where it says "Spaces" as noted above.

That should then open up the create space dialog (currently a "What is a space?" pop-up thingy, with ...), on the very bottom of that, near the right of that pop-up thingy, has a "Create" button - click that.

I do not see the "+" so probably I do not have rights. How can I ask for a global administer rights?
