What is this and how to disable?
It is not welcome.action that is disabled. It keeps popping to certain users everytime they enter dashboard.
Happens eg. Confluence 6.4.

Can you please try the procedure to disable it for users below?
To disable the welcome message for all users, complete the following steps to disable the Onboarding Filter:
Go to Manage Add-ons.
Choose System from the drop-down menu.
Search for "onboarding".
Expand all modules.
Disable the Onboarding Filter.
After disabling, new users won't be redirected to the /welcome.action page the first time they log into Confluence, instead, they will be redirected to the Confluence Dashboard.
Please be aware that this will disable for all Confluence users.
Let us know if you have any trouble.

Like said in my posts those onboarding modules are disabled. This is not the welcome action but something totally different.

Where can we find the Dashboard Plugin? I don't find it within the confluence settings for myself, nor for browser plugin.
