For Confluence Cloud, when anonymous users view a page, they have a lot of access, and see the Create button, Tools menu (partial - like page history etc..), and can add inline comments. WHY?
How can I prevent this?
The site should be completely and ONLY READ-ONLY for anonymous users...

unfortunately, Confluence Cloud doesn't offer a way to do this at the moment. You'll have to take anonymous access as it is.
If you want more control over what the content your anonymous users see looks like, you could try Scroll Viewport, an app by my team at K15t. It lets you create a site from your Confluence content, which you can customize, use custom CSS on to hide elements you don't want users to see, put it on a custom domain of yours, and more.
