If you don't allow Anonymous Access globally then space admins can still see the field but they can't enable anonymous access for their space.

Is it possible to do the same for any of the other permissions such as export space from the global admin settings? Simply unchecking is not enough for us. We have to be able to control that ability. We have over 40 spaces and each space has admins who might accidentally grant permissions we don't want them to. We need to be able to completely disable some options without hacking code to do it. Each time we upgrade versions with our on prem server instance, we would have to re-do that coding. That's just resource intensive. Do you now if there is a feature request on this yet?
Essentially I just want to remove some permission options from the space permission blue print and I want to be able to do that from the global admin settings in Confluence, not from the back end.

There's no way to do this without hacking the UI as far as I am aware. Someone may have already requested this; you can search for and create new feature requests here.
