How to set the comments in cofluence can not let some people see

Comments share the same permission scheme as the page itself. So if someone can see a page, there's no way via the interface to prevent that person from seeing comments that have been made on that page.

Nevertheless you could use an addon like Talk - Advanced Inline Comments. It provides the capability to set viewing permissions, on a space level and for specific comments.
