How to share page from personal space

I have a personal confluence page that I need to share with some shareholders. When I share the page from the top right hand nav I can find the user and click submit. The page has no restrictions. Space settings are viewable to all confluence users. I am getting a report that the page is still not visible to my shareholder. What else do I need to check?
