Hi @Jan Szczepanski - no I don't think so. 

on-prem e.g. a space admin can easy recover it from Trash - especially when it's deleted like only a few minutes ago.

Space administrators can restore attachments.

At first time our admin said it's impossible to recover a deleted file 

(he's a bit lazy))), but now I have arguments.

Hi @Nataly 

Welcome to the Atlassian Community. 

Are you sure you mean a deleted file? Was this an attachment on a page? 

It may be that the attachment is still attached to the page and just not visible on the page. So the first place to check is on the attachments option at the top of the page to see if the file is still attached to the page. If it is no longer attached then you will need to retrieve this from your last backup. 

Or are you actually asking how to restore a page that has been deleted?

This I suspect is the more common scenario and you want to restore a page then the instructions are here

Hi @Nataly - as @Phill Fox -> have a first look on your attachment of the page! If it's deleted there, ask your space admin/confluence admin to look in Space Settings -> Content to recover the attachment

I hope the file is still attached to your page and you do not need to retrieve it from a backup.
