You're not allowed to change these restrictions. It's either due to edit restrictions on the page, or permissions settings for this space.

Welcome to the Atlassian Community!

I think you need to look at the space permissions.
It looks like you do not have the "restrict pages" permission in there.

When you look to the Space tools do you see the Permissions menu?
If not, you are not a space administrators, so you can't see or grant permissions. You will need to talk to a collegae who is a admin about this.

And a question of your hosting type. Do you have atlassian dot net in the url of confluence?
(If so you are on the Atlassian Cloud.)
