All the comments are stacking up placing the latest comment to the end of the list, It's a huge time saver if latest comment appears on the top than in the end.

Currently you can't do that. However you can vote and watch this suggestion https://jira.atlassian.com/browse/CONFCLOUD-2587 which is the exact functionality you need.

Apart from voting, is there any other way to raise issue/ticket to get this fixed ?
You can create a new suggestion there, but I don't know if this thing will speed things up. Upvoting it would be my cup of tea tbh.
