I am not allowed to use a Jira Workflow so I resorted to using Comments from the Activity section of a Jira Issueto collect sign -fofs for a Deployment.
I have worked with my Support team and have been told this cannot be done. Can Labels be assigned to those Comments, queried then imported into the Confluence page via JQL?

Short answer to your exact question is no. You can't import anything with JQL. JQL is issues to provides issue-based results.
You could possibly use Jira REST and Confluence REST to export and import data, but before that I would need to know what is it that you need to achieve. You can't use the workflow because your jira admin will not allow it, but:
you want to get the comments from a jira issue and import them to confluence.
The above statement can be done. But you can't place a "label" in comments.

JQL is what can be used to run a query against a Jira issue, right? How about running JQL against a specific label, as you suggested, centric to the people who are approving via a Comments entry in the Activity portion of the Issue?

This sentence is clearly a typo! I was answering from my mobile.. apologies! What I meant to say is that JQL provides issue based result. You are searching for anything, including labels, and the results are issues.
As you said, JQL run queries against issues. And yes you can run queries in respect to issues' labels. But I'm not following the rest of your sentence "centric to the people who are approving via a Comments entry in the Activity portion of the Issue".
You want a JQL which will search a issue's labels, as well as a specific test from a comment, which will be a approval from a user? Can you give an example of such a comment?
