Is the option "Upload image from computer" no longer available?

Is the option "Upload image from computer" no longer available?

I used to have the option to Upload an image from the computer when using the "Insert files and images" function, but it's gone (in all spaces). Is this something that changed for all users or could it be something my Confluence admins have changed globally?

We're using Confluence 6.4.2 - server

Check to find out if the ability to attach images and files has been taken back.

I see it now, but there are sitll pages I don't get the option "Attach to this page", such as when I try to attach a page to a template.

Templates don't have that option. Only pages.
