Is there a way to grant users the right create a template in a space without giving space administrator permission?

The reason is because with space administrators we can play with the permission.
I found this part is a bit sensitive since the user can add the export option of the space.
When exporting a space, even the restricted pages will be visible in the export.

Short answer: no.

As noted in the documentation, the Space Admin permission allows for the creation of templates. But there is no fine-grained Space Admin permission setting just for templates.
