The simplest way would be to take a screenshot of the page or export its contents to Word or PDF. This way, you could share the information with a low security risk.
If the non-Atlassian user needs to be able to view the live page or somehow interact with it, there are instructions in Atlassian's documentation to grant viewing permissions to anonymous users. You will need space/global administrator rights to complete.
Be careful about what permissions you grant to anonymous users because they are not restricted to only people who have a certain link, which is a setting that similar platforms like Google Drive provides. Anyone who stumbles across the page will be able to access the privileges you have given to anonymous users.
