My new users cant user mentions

My new users cant user @mentions. However when I change them to administrator access they can?

Can someone tell me how I can change the permission settings to allow new users to use @mentions

you can only mention people if your user has Browse Users permission.

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
