I opened the Contact Site Administrators page in Confluence Cloud to confirm what users will see:

On that page, it says:
"None of the site administrators have email addresses set so cannot be contacted via this method."
I'm confused by this, because I'm the site administrator and I have an email address associated with my account. Do I need to enter the same address somewhere else?
As you said, it is a confusing message because you are a site administrator and have an email address. A more accurate error would be:
"None of the members of the confluence-administrators group have email addresses set so cannot be contacted via this method."
I created this suggestion ticket a while back to make the contact form configurable:
As an administrator I would like to configure the Contact Administrators Form recipients
Please vote for it so it will get more attention from the development team. You may also emphasize your use case with a comment on the ticket.
Thank you, Ann. This is good to know, but I'm still a little confused. I couldn't find a confluence-administrators group, so I tried to create it. When I did, the group description said "Reserved for use by Atlassian Support to perform system maintenance tasks", and it didn't get added to my list of groups. Is this expected behavior for Cloud?

Yes, that's the expected behavior. Some Cloud instances have a confluence-administrators group built in, but it's reserved. Some do not have that group, so the same error is thrown. You basically can't use the contact form to send an email to your admins in Cloud. The form works in the server version where the system administrator permission is not restricted. As mentioned in Restricted functions in Confluence Cloud: "The Confluence 'System Administrator' global permission is not available in Confluence Cloud."
The contact form is unfortunately bound to the restricted permissions because members of confluence-administrators have System Administrator permissions. We have a request open to make the contact form a separate function: Separate the administrator priveleges from contact Administrator list
