One time pop for Confluence users

I want to display a pop up message box when users login so we can announce various news items such we add new plugins or any other new features added to the confluence.

Hi, it won't be one-time without using a Marketplace App (like this one for Jira).

The other alternatives are as the colleague above said - sidebar, header, footer on the dashboard welcome section.

@Krzysztof Daukszewicz [CoreSoft Labs] Thank you!Currently  we are using Banner for other notifications but this one we wanted to have as a pop message.

This is not the standard functionality of confluenece.
However, you can place your message on the dashboard at the top right.
It is also possible to display information in the sidebar, header or footer via Wiki Markup.
