Up until now I added a 'div' macro with style=page-break-before:always; similar to the approach outlined here.
With that now no longer possible in the Cloud versions, anyone have hacks to achieve this? PDF Documentation to external third parties that my business works with can look incredibly amateur when using the default Confluence PDF generator...

You are correct in that Confluence cloud does not allow for CSS stylesheets within pages or spaces. However, you are able to apply a CSS stylesheet to the PDF exporter itself. This would allow you to customize how a page or space look when exported to PDF. There is a specific section in the documentation for PDF stylesheets which covers page breaks on export. You can find this at Customize Exports to PDF | Page Breaks.
Alternatively, you may want to review any available add-ons within the Atlassian Marketplace. I found 3 related to PDF exports which can be found at this preset search of Atlassian Marketplace | PDF Export.
