I have a PDF file that I want to copy a link to but it will take me to a specific page within the attachment.

Yeah. I'd say it depends on where you're storing this PDF file. Is it OneDrive/SharePoint or some other storage service?
Basically, if you can generate a link to a file (wherever it's stored), you can copy that link into a page.
If I missed the point, could you clarify a bit more what the use case is here so we can try to find a solution for it?

Hmm, @Gal Berdugo can you share how you are embedding this document into a page? Okay, it's an attachment but you would need to use a specific macro to display that PDF file when users are viewing the page. A screenshot of the page containing this PDF file would help as well.
This would help in trying to resolved this, but I'm not sure if any method will get the desired result here :/
