Nope. It's a Service (whether it's DC, Cloud or Server) running and listening for people or systems to talk to it, either over the UI, REST or even email.
It doesn't care what route you talk to it over or what version you're licenced for!
If you want to use routes other than the three main off-the-shelf ones, you might need to start looking at licences for apps or integrations. But the UI, REST and simple email are all built into all three Services.

Important to note for on-premise installations is that authentication should be with the Bearer:-protocol, as explained in the docs here: https://confluence.atlassian.com/enterprise/using-personal-access-tokens-1026032365.html.
