is there a way to create a link to a page that will show a specific record?
fir example i want to send email to user that need to comment on a specific record

You can see how the link shall be constructed and this could be put into the "Redirect URL" parameter in the ConfiForms Registrations Control macro or setup via ConfiForms IFTTT macro (redirect to URL action)

Yes, this is possible. So, the page you want to redirect to should have a ConfiForms view of some kind (TableView, CardView, etc.. does not matter)
And then you use the techniques mentioned in my answer to craft a URL with specific parameters to that page (as per many examples on our site)
