If I may ask, what do you understand by 'document'? I'm only asking because people frequently refer to Confluence pages as documents.

Welcome. It will depend on the size of the document being downloaded and your network speed. In my experience, even documents with a lots of images is relatively fast. For example, I have downloaded multiple times a PDF or a slide deck attachment that have a bunch of images and it's usually less than a minute or so.
In regards to document incomplete, that's unusual behavior. You may want to report it to Atlassian support to see if there's some underlying issue with your Confluence page, attachments, or the site. In the mean time, try to use a different browser and clear cache to see if it eliminates the behavior you are observing.

A 22MB page sometimes takes nearly two hours to download. Regarding the missing content on the page, is it because I did not follow the correct sequence of operations? Do I need to refresh the entire page first, and then export it?

That's doesn't seem right. I have downloaded pages that have hundred of megs of attachments. Has your colleagues or teammates face the same issue?
So, you are exporting the entire page? as a PDF?
You don't necessary need to refresh the entire page unless there's issues viewing or rendering everything on the page.
