Hello!
We recently downgraded to the Confluence Free plan and cleaned up storage in Confluence to be less than 2GB total. When I look at the storage, it shows that I'm using more than 2GB and when I run a storage report, it's showing that one space is taking up ~2GB. When I go to the space manager, that space does not exist as I already deleted it and removed it from the trash, but it's somehow still showing in the storage report.
I believe this may be a technical error, as I've checked I have the correct permissions to view all spaces, but it still doesn't show up.

I understand that the storage is showing as over utilised for your instance.
Can you please run this space report https://support.atlassian.com/confluence-cloud/docs/download-a-spaces-report/ on your site and verify the spaces that are occupying the space.
If the space was deleted you should have that space freed up eventually on your site, if thats not the case, please confirm if the space is completed deleted and you can verify the deletion here https://uvarohq.atlassian.net/wiki/admin/permissions/space-permissions/allspaces as an admin when you access this you will be able to view all the spaces in your site even which you don't have access to and you can recover the access to those spaces as well.
Do let us know how it goes, if this dosen't solve the issue please have a ticket raised at https://support.atlassian.com/ to gain access to your site and look into it further.

Since I'm on the free plan, I can't view that 2nd link you've mentioned, and when I try to submit a ticket, it says I need to be on the standard plan to get 1on1 support. Is there something else I can do?

Unfortunately, you will have to either sign up for an evaluation or trial standard plan to create a support ticket so that a support engineer can access your site through the support ticket and assist you further in the cleanup.
You can also raise a request with our billing team here for the upgrade atlassian.com/company/contact/purchasing-licensing.

Yes it has been permanently deleted. It was archived, I moved it to the trash, then permanently deleted it. In the space manager page it also does not show up at all.
