Hi Mike,
if they don't have edit access they won't be able to change anything on a Confluence page.
But you could take a look at some Marketplace apps that do forms on Confluence: https://marketplace.atlassian.com/search?product=confluence&query=Forms

If you are interested in forms on your page for user input, I have been using Confiforms to build forms where a user writes directly on the form on the page for e.g., event registration or to display table data for letting tutors choose the exams they can help tutor during online exams and then get notified by mail once we have set the status to done.
