'This content cannot be accessed error' when trying to save content report table in file lists

Does anyone know a way around this?

I have added all labels to relevant titles with in the content report table via file lists but when I try to publish it is saying 'This content cannot be accessed error'

The page I created wasn't copied and there are no files attached from another page though?
