As a Space Admin, no one is able to modify or set restrictions in Confluence Spaces. The version we are running is 7.14.1. We had users that were able to access the restriction settings prior to our upgrade in December. The option is grayed out. I attempted to create a brand new space to see if the settings were an option but they are not available to new or old spaces.
catalina.out is not telling me much either. catalina.out is normally informative.

I am unable to provide a screenshot as it is in a classified environment. The lock option to set restrictions is grayed out. The permissions are set for space admins as well as the option to modify restrictions. I am wondering if our upgrade failed. Is there a plugin that we should have for this capability?

@Kristin Johnson What do the space permissions show? Are the individuals trying to add or edit restrictions have the permission to do so in the space?

Space permissions for groups are restricted but jira_admins has full perms. When I create a space as jira_admins, I am unable to set restrictions. Yes, individual users have access in specific spaces but not the ability to set restrictions.

@Kristin Johnson It would be great if you could share some screenshots but I read above that you are not able to. I would suggest that you work directly with support https://support.atlassian.com/contact/ on the issue so your information is not in a public forum.
Just a couple of additional questions. Have you checked the apps section to make sure all the services started. There is not one that I can think of that controls the button but I do know if Confluence Restrictions Dialog is not on then the page restrictions will not work. Have you restarted your application and are you seeing any errors on startup?

The only issue with using support is that I am unable to create a ticket since my url is not resolvable. There is nothing classified that I will be sharing on here, I am just unable to provide screenshots.
I have restarted the applications and the only item we noticed was the database was locked out. It may have been locked out since we upgraded. That issue is fixed but, I did just look in the app settings and Confluence Restrictions Dialog has 2 modules enabled. Dialog Resources and confluencePageRestrictionsDialogWhitelist. Is there anything else under that app that should be enabled? Each module displays cannot be modified.
Thank you Brant!

@Kristin Johnson I am not aware of any other apps that can cause an issue. I have never know support to require a resolvable URL to create an issue, it just requires a valid SEN. What are you seeing in the logs at start up, any errors?

I may have been doing something wrong. I did try and put the SEN in and no joy. I am looking at the synchronyproxywatchdog.log and there are just INFO items listed since the upgrade. Just saying a context element for sychrony-proxy is found in the server.xml file.
Do you recommend I look somewhere specific? I am in the confluence/logs poking around.

Just in the main confluence logs confluence-application.log are you seeing anything?

There are some X11fontManager errors but nothing else in the confluence-application.log. I just don't see much to go off of.
