As titled. I downloaded 6.9 installer for x64 Windows. After I ran the installer and entered administrator credentials when prompted, I got a warning saying that I do not have administrator rights and I'm not allowed to proceed with the upgrade, but I am the only administrator of this computer, and I have never had a problem with any Windows operations that require administrator right.
Here's all the information I could think of that may be relevant:

I understand you were prompted for Windows administrator credentials after launching the Confluence 6.9 Windows 64 bit installer. I was not able to find any support requests or bug reports of this behavior as I would expect if the installer was broken for everyone. I just tested an upgrade to Confluence 6.9 on Windows 10 and I was not prompted for administrator credentials. I right clicked on the installer file in the folder and chose "run as administrator". Did you launch it that way, too, or at an elevated command prompt?
If you have time, please run the installer again and post a screen shot of the window where it asks for credentials and of the message saying you cannot proceed with the upgrade. I look forward to learning more.

I was able to proceed with the upgrade by doing the above.
FYI, the steps I always followed were the following:
I've done this successfully for both Jira and FIsheye. I even tried opening the installer for Confluence 6.8.0 (atlassian-confluence-6.8.0-x64.exe) just now, and it worked fine with the above steps also. This problem is only seen with Confluence 6.9.0 installer I have. The difference should only be when the administrator credential gets entered, which I thought should not matter, hence I didn't think of trying your proposed solution.
With regards to screen shot, I've wanted attach some screen shots of the messages I see, but I can't attach any photo here. When I click "Insert Photos" button, I see jQuery-selector-like texts below on the modal dialog UI widgets:
I was able to upload screen shot, but I can't submit/confirm.
If this is a bug, I hope I've provided enough information for you to troubleshoot.
